Joseph P. Lally is Delta Dental of Minnesota's Vice President Government Relations and Legislative Affairs, and Executive Director of Delta Dental of Minnesota Foundation and Community Benefits. Joe joined Delta Dental of Minnesota in 2001. His background includes over 14 years working on legal issues, government affairs, and regulatory and external relationships. He has more than 25 years of professional experience, and practiced law in both the public and private sectors in Washington, D.C., New York and Minnesota. For six years, he served as a Minnesota Assistant Attorney General specializing in litigation and consulted for the U.S. Department of Justice.
Joe volunteers with several community organizations and served on a number of nonprofit boards, including the Minnesota Children’s Defense Fund. He is a past trustee for the Convent of the Visitation School, former president of the Inn of Court, past Chairman of the Mendota Heights Planning Commission, past Board Chairman for the San Miguel Middle School in Minneapolis, and a former board member for the Minnesota Private College Council and Foundation. Joe is also a past president of the Alumni Association and trustee emeritus for the University of St. Thomas. He currently serves on the advisory board for St. Thomas’s College of Arts and Science.

Sharon Oswald is Foundation Program Manager for Delta Dental of Minnesota Foundation and Community Affairs Manager for Delta Dental of Minnesota, working to advance the goals of the foundation and community affairs through program initiatives and partnerships.
Sharon has over 20 years of experience working with nonprofits and community-based organizations. Prior to joining Delta Dental of Minnesota in 2012, Sharon was an Associate Consultant with the health law, policy and consulting area of the Halleland Habicht firm, and spent nine years in Community Impact at Greater Twin Cities United Way. Sharon has served as Board Chair for the Center for Cross‐Cultural Health and Early Childhood Resource & Training Center, and currently serves on a variety of advisory and grant review committees related to public health and health reform.

Annessa Hicks joined Delta Dental of Minnesota Foundation and Community Affairs in 2015 as the Grants Management and Program Associate. Annessa supports the day‐to‐day management of the processing of grants and assists in researching and implementing new programs.
Before joining Delta Dental of Minnesota as a full‐time employee, Annessa served as the Community Benefits and Foundation Intern at Delta Dental of Minnesota. Annessa graduated from the University of St. Thomas with a degree in Communications & Journalism in December of 2014.
